Position Description

Oversees the day-to-day execution of payroll operations and related processes, and provides supervision and guidance to the payroll operations staff. Reviews the payrolls for completeness, timeliness, and accuracy of processing. Ensures that all processes and procedures are followed and meet required deadlines. Manages individual staff issues and requests. Works on special projects for payroll and other direct departments. Heavy customer service support in solving issues or handling requests from the field.

Major Responsibilities:

  • Supervises payroll staff and oversees the complete processing of multi-state weekly, and semi-monthly payrolls
  • Ensures that computing, withholding, or deductions associated with net pay is done properly
  • Coordinates the maintenance of individual payroll records, payroll distribution, preparation of year-end tax forms and special reports on payroll matters.
  • Organizes and reviews forms associated with federal, state, and local authorities, such as W-2s. Monitors effective dates and provisions of new legislation and policies.
  • Oversees staff on the processing of payrolls with various pay dates and deadlines. Ensure as all critical processes have adequate contingency coverage by trained payroll staff through cross-training and well-drafted work instructions.
  • Training and development of staff, estimating personnel needs, assigning work, reviewing and approving the work, meeting the deadlines, interpreting and ensuring consistent application of organizational policies. Develop evaluate and mentor direct reports, train and balance workload as necessary.
  • Conducts regular audits to ensure that tax calculation, wage processing, and tax-related reporting results are processing correctly.
  • Direct contact with ADP regarding payroll processing, direct deposit issues, special requests and scheduling Supplemental payrolls.
  • Communications with HR managers on any payroll issues.
  • Evaluates and analyzes existing payroll procedures and processes for efficiency and effectiveness. Solicits feedback from payroll team and end users.
  • Provides guidance and support for ad hoc requests, special projects, metrics and reporting, audit support, controls testing and validation, and process documentation/improvements.
  • Special projects with various departments as assigned

Requirements

Minimum Education & Certifications Required:

  • Bachelor's degree or equivalent work experience.
  • Certified Payroll Professional (CPP) designation a plus

Experience & Skills Required:

  • 3 to 5 years payroll experience.
  • ADP experience highly preferred.
  • Intermediate skills in Microsoft Excel.
  • MS Access database experience preferred.
  • Strong working knowledge of applicable federal, state and local wage and tax laws and compliance requirements
  • Strong communication and analytical skills both written and verbal.
  • Strong customer service orientation with high sense of urgency.
  • Works well in a fast-paced, collaborative team environment.
  • Understanding of Davis Bacon and state prevailing wage requirements a plus
